The event focused on the "five major financial undertakings", concentrating on major strategic directions such as deepening financial system reform and promoting high-level financial opening-up. 17 "2025 CCTV Finance and Economy Strong Country Annual Cases" were announced at the event, and the "2025 CCTV Finance and Economy Strong Country Development Report" was released, showcasing innovative practices in financial services for the real economy and high-quality development. This was achieved through the innovative "AI + Work Safety Liability Insurance + Multi-party Collaboration" model.

Xu Hua, the assistant general manager of Ping An Property Insurance, stated that the small-scale and scattered project model is a typical case of the insurance industry's transformation from "equal risk management" to "risk reduction service". This model profoundly interprets the core essence of digital finance, promoting the large-scale and regular application of emerging technologies such as AI and big data, and also enabling the insurance industry to deeply integrate into urban grassroots governance, making positive contributions to the safety of people's lives and property and social stability.

In the puzzle of urban construction, various small-scale construction projects that do not require administrative approval in accordance with the law are like scattered "small pieces", collectively referred to as "small-scale scattered projects". These seemingly insignificant projects, although small in scale and low in investment, are prone to accidents due to their characteristics such as "large number, small project volume, short construction period, scattered personnel teams, and difficult supervision". Nearly 70% of construction-related production safety accidents occur in projects below the limit. How to build a "safety protection net" for small-scale scattered projects has become a common issue in many regions across the country.

In response to this challenge, Dongguan innovatively established a "insurance + service + technology" risk reduction service system. In response to the safety challenges faced by projects below the limit, the center has proposed a systematic countermeasure based on AI three-level management: the first level uses specially optimized AI algorithms to achieve real-time alerts; the second level involves remote intervention or on-site handling by expert teams; and the third level combines offline inspections and risk maps to facilitate precise supervision.

Meanwhile, Ping An Property & Casualty Insurance takes technology as its core driving force, achieving two major breakthroughs in the regulatory model: First, it shifts from "passive response" to "precise prevention", launching an AI digital education system. After construction units purchase safety liability insurance, they can complete safety learning, testing, and material collection within 5 minutes by scanning a code. The AI in the background builds risk profiles to achieve precise prevention. Currently, the coverage rate of education reaches 92%. Second, it shifts from "mainly human defense" to "prioritizing technical prevention", establishing the first domestic risk monitoring and hazard disposal backend for small and scattered projects. Through AI camera equipment, 22 types of risks and hazards are dynamically monitored, achieving full life cycle management from "start-up training - process monitoring - hazard disposal - insurance guarantee".

As of now, the Collaborative Innovation Center for Risk Mitigation and AI in the Greater Bay Area has received a total of 8,245 AI early warning notifications, conducted 1,722 remote back-end interventions, dispatched experts for on-site handling 709 times, and carried out 172 rounds of grid-based supervision and coordination. The number of small and scattered project insurance compensation cases has decreased by 58% year-on-year, reducing direct economic losses by nearly 10 million yuan, achieving prevention of risks and potential problems at an early stage, detection in a timely manner, and handling at a small scale.

Currently, various risks in the economy and society are continuously increasing, and global issues such as climate change are becoming more prominent. The property insurance industry is transforming from "post-event claims settlement" to a full-process risk management model that includes "pre-event warning, in-event intervention, and post-event compensation". Deepening risk reduction management has become an inevitable path for the industry to implement the overall national security concept and serve the construction of China's modernization. Ping An Property Insurance continuously innovates products, enhances its professional service capabilities, and promotes the transformation of public safety governance models from post-event prevention to pre-event prevention through deepening cooperation with industry associations and academic institutions.
