Recently, T/SIA 009-2019 "Software Service Provider Delivery Capability Evaluation Standard" (hereinafter referred to as:) was jointly drafted by China Software Industry Association, Beijing Zhongsoft International Information Technology Co., LTD., Jiefang Network Technology Co., LTD. Evaluation standard) was officially released. The evaluation standard was drafted and formulated by Chen Baoguo, Fu Xiaoyu, Ju Yan, Tong Qiang, Liu Gang, Han Peng and other experts in the industry. This is also the first time for the software industry to formulate standards for the evaluation of service providers' delivery capability. Promoted by the China Software Industry Association, the evaluation standard was released and implemented on January 18, 2019.

The evaluation standard establishes a clear delivery capability model and describes the delivery capability of software service providers from five dimensions: technical capability, project management, personnel capability, management capability and enterprise credit. It can be used to guide government agencies, public institutions, social groups and other organizations and institutions to choose software service providers, and also provide a certain degree of reference for software service enterprises to find out their own shortcomings. At the same time, the evaluation standards can also be used as the third party evaluation, certification body evaluation, certification basis.
